Loading Fish Meal onto the William Keene

Paul Stubing indicated that this is a photograph of the "William Keene" taken around 1938-1940. He said it shows loading fish meal probably for the Belfast chicken farms.
The caption on the back of the photograph reads, "Loading Fish Meal at Southwest Harbor, Maine. 1938-1940 . William Keene".
There are two men loading. On the left side of the picture are two bags waiting to be loaded (on the makeshift bridge).
